"Companion Animal "
- shall mean any animal which for the time being and from time to time shall be kept by man as a companion, whether or not such an animal shall also be kept by man for purposes other than as a companion.
Terms of reference
- To establish an ‘sector’ led structure responsible for prioritising, planning and driving forward a programme of focussed improvements to companion animal health and welfare in the UK.
- To be an active partner in the design of policy and implementation of regulation related to companion animal health and welfare in England.
- To establish and maintain the health, disease and welfare status of UK companion animals
- To establish and maintain an inventory of all companion animal health and welfare based activities and initiatives as commissioned by Government, and others. This would include present work and a comprehensive back catalogue.
- To act as the focal point for all such initiatives in the future so as to ensure efficiency, co-ordination and lack of duplication.
- To act as the point through which industry can identify gaps in knowledge or practise and to identify such gaps through its own knowledge.
- To recommend appropriate prioritisation and action on gaps as identified.
- To liaise widely to ensure consistent dissemination of work to companion animal keepers.
- To liaise with and inform colleges/universities and all others involved in the construction and delivery of training, skills development and education relating to companion animal health and welfare.
- To act as the lynchpin between EIG and companion animal interests (at all levels) on all appropriate health and welfare matters. This would include an appropriate reporting function to industry and EIG.
- To promote the benefits of enhanced companion animal health and welfare to all relevant parties within Government, other organisations and interests.

Who is a stakeholder
A stakeholder is a person or organisation who has an interest or stake in an organisation or policy. Stakeholders influence and are impacted by the decisions and actions of an organisation.
- Customers: direct customers or their representative organisations and end customers or consumer groups / public forums;
- Partners: including advisers or experts, other parts of government;
- Interested individuals or organisations: independent people or bodies who wish to retain a more separate / objective relationship with our work, including the media, suppliers, pressure groups;
- Delivery Agents: bodies formally contracted to deliver products or services for Defra; whether a directly owned, Agency, NDPB or outsourced delivery function, and including intermediaries for IT projects;
- Staff: Defra staff and Defra Agency staff.
